The Sliema Amateur Fishermen's Association has secured a 45-year emphyteusis on a boathouse in St Julian's Bay, agreeing to pay an annual rent of €489 against a market rate of approximately €9,800. SportMalta administered the transfer, and Education and Sports Minister Clifton Grima attended the signing. Forty-five years.
That is the full term of the agreement. A 95% government subsidy on land acquisition costs accounts for the difference. Over the full term, the association will pay roughly €22,005 in total, compared with approximately €441,000 at the unsubsidised rate.
The €489 annual rent feeds into SportMalta's Sports Fund rather than general government revenue, with payments directed back into local sporting initiatives and facilities. Under the emphyteusis, the association takes direct administrative control of the boathouse and can invest further in the premises over the life of the agreement. Minister Grima described the deal as part of a broader government policy to give sports clubs and associations greater stability and support.
He said several organisations have received similar land transfers in recent years and that the government intends to keep helping clubs expand their operations and improve their facilities. The names of those other beneficiary organisations and the specific terms of their agreements were not detailed in Grima's statements.
