Malta IVF Programme Records 998 Births Since 2013

Health Minister and Deputy Prime Minister Ian Borg told Parliament on Monday that 998 babies have been born via IVF procedures in Malta since the programme launched in 2013, with 111 more expected from pregnancies already under way, putting the projected cumulative total at 1,109. The figures were given in response to parliamentary questions posed by PL MP Romilda Zarb.
The programme began in 2013, when 100 prospective parents used IVF services at a state cost of €75,000. By 2025, annual participation had reached 774 prospective parents — a new annual record — supported by a €6.7 million budget. From 2013 through 2025, Borg stated, 4,757 prospective parents benefitted from state-funded procedures.
2025 was the most productive year for IVF births, with 181 babies born and 37 further pregnancies ongoing from conceptions between October and December 2025. Second highest was 2024, with 161 births. Annual investment in 2024 reached €7 million — the largest single-year allocation on record — when 768 prospective parents used the service.
Since the programme launched, the State has allocated a cumulative total of €34,307,850 to fund IVF services; that figure includes the €6.7 million allocated for 2026, meaning a portion represents a forward commitment rather than expenditure already made.
