Five ministerial rivalries are shaping the parliamentary contest in Malta's new legislature, with the opposition Nationalist Party deploying deliberate portfolio assignments to challenge the government across Energy and the Environment, Home Affairs and Security, Finance, Economy and Strategic Projects, and Education. Miriam Dalli holds the Energy and Environment portfolio for Labour. Mark Anthony Sammut shadows her for the Nationalist Party, having spent part of the previous legislature on transport before moving to energy.

Prime Minister Robert Abela has elevated Glenn Bedingfield, previously Parliamentary Secretary responsible for public cleanliness, to Minister for Home Affairs and Security. Bedingfield, while working in the Office of the Prime Minister, operated a website critical of the late Daphne Caruana Galizia. Conrad Borg Manche, the PN shadow minister for Home Affairs and Security, brings an unusual background to the role: he served as a Labour mayor before crossing to the Nationalist Party shortly before the election, and was elected from two districts at the general election.

Clyde Caruana continues as Finance Minister, retaining the same portfolio from the previous legislature. Adrian Delia continues as shadow Finance Minister on the PN side. Delia was among the first politicians to publicly argue that Malta's demographic expansion was placing excessive pressure on infrastructure and quality of life.

Caruana previously warned that Malta's population could reach 800,000 by 2040 unless the country's economic model changes. Silvio Schembri holds the ministerial role covering economy, technology, and strategic projects. Opposition leader Alex Borg assigned Darren Carabott to shadow Schembri, a move described as deliberate.

Carabott moves from shadowing home affairs and brings experience as chairman of the Public Accounts Committee during the previous legislature. Byron Camilleri moves to the Education Ministry after holding the Home Affairs portfolio. Jerome Caruana Cilia moves from economic matters to take on the shadow Education brief.

Neither has prior experience in education policy.
