PN Launches 1,000-Proposal Manifesto with No Published Costings
The Nationalist Party launched a 1,000-proposal manifesto 11 days before Malta's 30 May vote, covering tax cuts, health, housing and transport — with no published costings.

Eleven days before Malta goes to the polls on 30 May, the Partit Nazzjonalista presented what leader Alex Borg called a 'contract with the people': a manifesto of approximately 1,000 proposals organised around 16 pillars and spanning taxation, health, transport, housing, education, elderly care, and Gozo. The party's Extraordinary General Council formally approved the document at the same session, under the campaign slogan 'A Fresh Start'.
Borg framed the programme as the foundation of PN's case for government. No fiscal costings or funding sources for the proposals were published in the article reporting the launch. The headline economic pledges include income tax cuts, removal of succession tax, and lower electricity bills.
On health, the party commits to free cancer medicines, new hospitals serving both physical and mental health needs, and stronger preventive care services. Students would receive a 25% increase in stipends, alongside further investment in schools and improved support for educators. For young first-time buyers, PN proposes financial support covering deposits and the first ten years of home loan repayments.
On transport, the party commits to launching a mass transit project immediately upon taking office, with the first major line completed within five years. Elderly residents would receive free family doctor home visits and an annual €650 increase to their income. Borg pledged that Gozo would no longer be treated as an 'afterthought' under a PN government.
George Vital Zammit, who coordinated the programme, said the proposals emerged from consultation with families, workers, professionals, and organisations. Mark Anthony Sammut opened the General Council by describing the manifesto as a vision for a modern Malta and Gozo and presenting PN as a credible alternative government. Secretary General Charles Bonello appealed directly to undecided voters and former Labour supporters.
Deputy Leader Alex Perici Calascione called the election 'a national moment' and said the document reflects the aspirations of people seeking a new direction for the country. Borg's own pitch was direct: 'This is a programme for your lives, your families and the future of your children. ' The general election is scheduled for 30 May.
